Estos expedientes abarcan sobre todo el periodo 2006-08, y algunos tienen la firma del ingeniero Joaquim Quílez y el funcionario Heliodoro Lozano --que había sido jefe de servicios técnicos de Ciutat Vella--, ambos imputados por la trama junto con la funcionaria Elena Ariza --que ocupó diversos cargos técnicos en el distrito--.
